Abstract

This article explores the concept of “state terrorism”. What does it mean? Under what conditions would it be possible for a violent action to receive such a qualification? How to put the state, traditionally a victim of terrorism, in the condition of its perpetrator? In order to answer these questions, we will, in section I, present the interpretative models that can be used to assess the problem: on the one hand, the orthodox model, which focus on how terrorism occurs; on the other, the critical model, in which the main question is not how but why terrorism occurs. In section II, we will use the critical model and address the notion of state terrorism.
